Dr. Sampson’s research interests are in the area of human resource development and management, and in urban management. He wrote Values, Bureaucracy and Public Policy (Lanham, MD: University Press of America, 1983), and has published articles in the Public Administration Review and the Journal of Social and Behavioral Sciences. Sampson is on the editorial board of the American Review of Public Administration, and served on the editorial board of the Public Administration Review from 1986 to 1989. He has served on the Executive Council of the National Council of the American Society of Public Administration, and has filled a number of leadership roles in the Conference of Minority Public Administrators. Sampson served as Associate Dean and Interim Dean of the Graduate School from 1988 – 2000.
