Harris-Stowe State University, through a grant provided by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration
The Institute of Public Policy has been contracted by Harris-Stowe State University to serve as the external evaluators for their Collaborative HIV Prevention Intervention grant which was awarded September 30, 2013. The grant is a multi-year project focusing on reducing risky sexual behaviors on the Harris-Stowe campus and in the St. Louis community surrounding the campus by partnering with a community-based organization to implement three risk reduction evidence-based interventions: d-up!, NIA, SISTA, and BASICS. These interventions focus on African American men who have sex with other men, men who have sex with women, women who have sex with men, and individuals using alcohol or other drugs, respectively. The grant project also increases the HIV testing capacity on campus and in the community.
IPP will collect data from intervention facilitators and participants to determine the extent to which implementation follows the manualized evidence-based intervention (fidelity) and the overarching effectiveness of the programs (outcomes). IPP will measure the extent to which interventions are being implemented with fidelity and work with HSSU to provide technical assistance to facilitators. Additionally, through the use of participant pre, post and follow-up intervention surveys, IPP will determine if the programs are achieving the desired outcomes of increasing abstinence from drug and alcohol use, increasing access and capacity of EBI services, increasing the reported condom use among sexually active participants and decreasing the use of alcohol and other drugs before or with sex among sexually active participants.
